YOUR REGIME APPARATUS IN CONTINUED ILLEGAL PRESENCE AND ACTIVITIES
IN THE
KINGDOM OF BAROTSELAND
CONTRARY TO THE UNITED NATIONS, SECURITY COUNCIL, RESOLUTION No.276 (1970)

Dear Sir,
Reference is made to the above captioned matter.
Mr. president we plead with you in Jesus Christ’s name not to provoke us further by imposing yourself and your government’s programs and activities in the Kingdom of Barotseland, when we the People of Barotseland kingdom already declared that we have reverted to our original status which obtained before 1964 in accordance with the international law which deals with POSTLIMINIUM DOCTRINE, because you Northern Rhodesians (Zambians) unilaterally abrogated and nullified the now null and void Barotseland Agreement 1964 with impunity and without shame.
We also have credible information that your government has planted security forces in plain clothes in almost all the lodges and guest houses in Mungu the capital city of the royal kingdom of Barotseland.
Your government’s sending of these security forces to Barotseland amounts to Attempts of Genocide and illegal occupation contrary to the Genocide Act of 1948 and UNITED NATIONS SECURITY COUNCIL Resolution No.276 (1970) respectively.
However, we want to remind you that your desperation will not take you and your government anywhere bearing in mind that Barotseland now seeks to determine its own future separate from Northern Rhodesia (Zambia.)
You are also informed that whatever will happen to our Head of State (The Litunga), Lord Chancellor (Ngambela), the head of Government (The Administrator General), any member of the Liberation Movements as well as the people of the Kingdom of Barotseland shall be on your head and you shall be accountable to the International Criminal Court (ICC).
On 7th September 2012, we wrote you a letter in which we gave you and your government 21 days ultimatum to remove your administration from Barotseland, because it is here illegally contrary to the UNITED NATIONS SECURITY COUNCIL resolution 276 (1970), of which Zambia was a state party, and that in the same letter we informed you that if you did not remove your administration from the Kingdom of Barotseland within the stipulated time, we would petition the UNITED NATIONS to sanction your government. The same letter was copied to UN Secretary-General.
We have credible information that you were summoned by the UNITED NATIONS SECURITY COUNCIL on the 20th September 2012, to answer to the allegations that we the Barotseland National Youth League have levelled against you and your Patriotic Front (PF) government respectively.
In conclusion we want to advise you to immediately stop provoking the people of the Kingdom of Barotseland, by imposing your government’s insincere programs because we know better on how we shall develop our beloved kingdom of Barotseland, which you Northern Rhodesians (Zambians) failed to develop for over 47 years, now that we have reverted to our original status which obtained before 1964.
We know that you are now panicking running up and down promising development to the Barotseland Kingdom which you failed to do for 48 years. The fact of the matter is that we shall not fall for your trickery.
Now you are seeing and realizing how important we the Barotzish have been to the defunct country so called “Zambia’’! it is interesting to know that you are now feeling the heat of separating with us the Barotzish, but alas it is too late for you and your country.
We, the Barotzish, gave you the benefit of doubt for over 47 years to re-consider the position Kaunda’s government took in 1969 of unilaterally abrogating and nullifying the Barotseland Agreement 1964 with impunity.
In addition you are on record of supporting Kenneth Kaunda by saying that he is a freedom fighter. Mr. president we put it to you that you also mean that Kenneth Kaunda did well to unilaterally abrogate and nullify the now null and void Barotseland Agreement 1964?
Therefore, we urge you and your government to wait peacefully for the sanctions which are yet to be imposed on your country Zambia soon by the UNITED NATIONS SECURITY COUNCIL for the illegal occupation and continued presence of your government (Zambia) in the Kingdom of Barotseland contrary to the UNITED NATIONS SECURITY COUNCIL Resolution No.276 (1970).
Mr. president if you thought we were joking or we just wanted to scare you and your government when we gave you 21 days ultimatum to vacate royal Barotseland kingdom, then you got it wrong Sir, because we have no time to joke unlike you Northern Rhodesians (Zambians) who are too playful that you trivialize serious matters.
Furthermore, we wonder who cheated or deceived you Northern Rhodesians that we the Barotzish can surrender our autonomy in exchange for development? We are not fools to surrender our autonomy in exchange for the fake development parroted by your public speeches and pronouncements.
